एक रूपए में कमाई का खेल!(A rupee earned in the game!)

जोधपुर। चिकित्सा एवं स्वास्थ्य विभाग और उम्मेद अस्पताल प्रशासन की लापरवाही के चलते स्वयं अस्पताल की लाखों रूपए की कमाई प्रभावित हो रही है। पिछले 30 साल से अस्पताल कैंटीन का एक रूपए प्रतिमाह पर चल रहा ठेका गत पांच महीने से राज्य सरकार से सलाह के नाम पर अटका है। अस्पताल प्रशासन भी इस मामले में रूचि नहीं दिखा रहा है, उधर मेडिकल कॉलेज के दो अन्य अस्पतालों मथुरादास माथुर और महात्मा गांधी अस्पताल में कैंटीन से हर साल लाखों रूपए की कमाई हो रही है।

अस्पताल ने 7 अक्टूबर 1981 को कैंटीन संचालन का ठेका जोधपुर विश्रांति गृह सहकारी समिति को एक रूपए प्रतिमाह पर दिया था। पिछले 30 साल से समिति इसी दर पर कैंटीन संचालित कर अस्पताल को चूना लगा रही है।

मामला सामने के बाद मई 2008 में कैंटीन का नया ठेका सालाना 6 लाख 38 हजार रूपए की दर से दो वर्ष की अवधि के लिए देवेन्द्र सिंह को मिला, लेकिन न्यायालय के स्थगन आदेश के चलते हस्तांतरण की प्रक्रिया रूक गई। पिछले वर्ष 6 नवम्बर को यह रोक अप्रभावी हो गई थी, लेकिन अस्पताल प्रशासन ने बजाय नए ठेकेदार को कैंटीन की चाबी सौंपने, राज्य सरकार से सलाह के नाम पर मामला ठण्डे बस्ते में डाल दिया। अस्पताल प्रशासन ने 19 जनवरी 2010 को राज्य सरकार से मार्गदर्शन मांगा। उसके बाद कोई पत्र व्यवहार नहीं किया, उधर राज्य सरकार ने भी इस सम्बन्ध में अब तक कोई नया आदेश नहीं भेजा इसलिए कैंटीन एक रूपया प्रतिमाह पर अब तक चल रही है।
