जोधपुर। चिकित्सा एवं स्वास्थ्य विभाग और उम्मेद अस्पताल प्रशासन की लापरवाही के चलते स्वयं अस्पताल की लाखों रूपए की कमाई प्रभावित हो रही है। पिछले 30 साल से अस्पताल कैंटीन का एक रूपए प्रतिमाह पर चल रहा ठेका गत पांच महीने से राज्य सरकार से सलाह के नाम पर अटका है। अस्पताल प्रशासन भी इस मामले में रूचि नहीं दिखा रहा है, उधर मेडिकल कॉलेज के दो अन्य अस्पतालों मथुरादास माथुर और महात्मा गांधी अस्पताल में कैंटीन से हर साल लाखों रूपए की कमाई हो रही है।
अस्पताल ने 7 अक्टूबर 1981 को कैंटीन संचालन का ठेका जोधपुर विश्रांति गृह सहकारी समिति को एक रूपए प्रतिमाह पर दिया था। पिछले 30 साल से समिति इसी दर पर कैंटीन संचालित कर अस्पताल को चूना लगा रही है।
मामला सामने के बाद मई 2008 में कैंटीन का नया ठेका सालाना 6 लाख 38 हजार रूपए की दर से दो वर्ष की अवधि के लिए देवेन्द्र सिंह को मिला, लेकिन न्यायालय के स्थगन आदेश के चलते हस्तांतरण की प्रक्रिया रूक गई। पिछले वर्ष 6 नवम्बर को यह रोक अप्रभावी हो गई थी, लेकिन अस्पताल प्रशासन ने बजाय नए ठेकेदार को कैंटीन की चाबी सौंपने, राज्य सरकार से सलाह के नाम पर मामला ठण्डे बस्ते में डाल दिया। अस्पताल प्रशासन ने 19 जनवरी 2010 को राज्य सरकार से मार्गदर्शन मांगा। उसके बाद कोई पत्र व्यवहार नहीं किया, उधर राज्य सरकार ने भी इस सम्बन्ध में अब तक कोई नया आदेश नहीं भेजा इसलिए कैंटीन एक रूपया प्रतिमाह पर अब तक चल रही है।

जोधपुर. यहां सेंट्रल जेल में बंद आतंकवादियों की पैरवी करने वाले वकील के मोबाइल पर पाकिस्तान से लगातार आ रही कॉल्स से खुफियां एजेंसियां चौकन्नी हो गई हैं। इस बात की पड़ताल की जा रही है कि कॉल करने वाले कौन लोग हैं और उनका मकसद क्या है? उधर, इस वकील का दावा है कि कॉल्स उनके मोबाइल पर आ जरूर रही हैं, लेकिन उन्होंने एक भी कॉल रिसीव नहीं की।

सालावास तेल डिपो में आग(Ssalavasa oil depot fire)
जोधपुर. सालावास क्षेत्र में स्थित हिन्दुस्तान पेट्रोलियम के तेल डिपो में शनिवार शाम करीब सवा चार बजे पेट्रोल भरते समय दो टैंकरों में आग लग गई। सूत्रों के अनुसार दोनों टैंकरों में पेट्रोल भरा जा चुका था और इनके वाल्व में लीकेज होने से आग लगी थी। गनीमत रही कि समय रहते इस आग पर काबू पा लिया गया, अन्यथा बड़ा हादसा हो जाता। जहां आग लगी, उसके आसपास आईओसी व बीपीसी के तेल डिपो हैं।
फायर ऑफिसर हरीश थानवी ने बताया कि सालावास स्थित एचपी के तेल डिपो में आग की सूचना पर बासनी, शास्त्री नगर, नागौरी गेट व सिविल डिफेंस की गाड़ियों को रवाना किया गया। बासनी से मौके पर दमकलों के पहुंचने तक डिपो के कर्मचारियों ने आग पर काबू पा लिया था। जानकारी के अनुसार दोनों टैंकर में पेट्रोल भरा जा चुका था और इनके वाल्व में लीकेज था। इससे टपकती पेट्रोल की बूंदों में अचानक आग लग गई। यह चिंगारी कहां से और कैसे उठी, इसके कारणों का पता लगाने का प्रयास किया जा रहा है। दूसरी तरफ हादसे के बाद कंपनी के अधिकारियों ने फोन उठाने ही बंद कर दिए।
बाल-बाल बचे भयावह हादसे से
सालावास स्थित हिन्दुस्तान पेट्रोलियम के डिपो में शनिवार शाम चार बजे लगी आग बुझाने में तो ज्यादा समय नहीं लगा, लेकिन इस हादसे ने शहर की नींद उड़ा दी है। यह जानने के बाद भी, कि एक छोटी सी चिनगारी से हजारों लोगों की जान खतरे में पड़ सकती है, पेट्रोलियम कंपनियों के अधिकारियों की नींद उड़ने का नाम नहीं ले रही है। यहां तक कि इस हादसे की जिम्मेदारी से बचने के लिए अधिकारियों ने अपने फोन तक बंद कर दिए।

दूसरी ओर, भास्कर टीम ने एचपी के टेरिटरी डिपो मैनेजर बीएल मीणा से कार्यालय के दूरभाष नंबर पर बात करनी चाही तो वे वहां मौजूद नहीं मिले। उन्होंने मोबाइल भी स्विच ऑफ कर रखा था। अन्य अधिकारियों से संपर्क करने का प्रयास किया गया, लेकिन सबके मोबाइल बंद मिले। जिला रसद अधिकारी वीपी सिंह को इस हादसे की जानकारी देकर भास्कर ने वस्तुस्थिति से अवगत करवाया तो उन्होंने एचपीसीएल के अधिकारियों से बात करने की कोशिश की, लेकिन वे भी इसमें नाकाम रहे।

इसका प्रत्यक्ष उदाहरण शनिवार को देखने को मिला। कंपनी अधिकारियों ने लूणी एसडीएम को बताया कि टैंकर में तेल भरते समय नोजल में लीकेज हो रहा था। इसके लिए लीक हो रहे स्थान के नीचे एक बाल्टी रखी गई थी। यह बाल्टी हटाते समय अज्ञात कारणों से एक चिनगारी उछली और आग भभक उठी। पास में खड़े दूसरे टैंकर में भी आग लग गई। एक साथ दो टैंकरों में आग लगना यहां के सुरक्षा इंतजामों पर सवालिया निशान लगा रहा है।
इग्निशन ऑफ हो
एचडी डिपो में खड़े टैंकर में आग भभकने के बारे में भास्कर टीम ने इस क्षेत्र से जुड़े विशेषज्ञों से बात की तो कई चौंकाने वाली बातें सामने आई। इनका कहना है कि किसी भी ईंधन वाले टैंकर को अर्थिग से जोड़ना आवश्यक है। उस टैंकर के मेन इग्निशन की चाबी भी ऑफ होनी चाहिए। इग्निशन ऑन होने की सूरत में भी बैटरी से चिनगारी या करंट निकल सकता है और उड़ते पेट्रोल की भाप आग लगने का कारण बन सकती है।
हर समय रहता है एक लाख लीटर ईंधन
एचपी डिपो के आसपास आईओसी व बीपीसी के तेल डिपो भी हैं। इन तीनों डिपो में औसतन एक लाख लीटर से अधिक ईंधन हर वक्त स्टॉक में रहता है। इसमें आईओसी डिपो में 40 हजार, बीपीसी व एचपी में 30-30 हजार लीटर ईंधन रहता है।

फायर ऑफिसर हरीश थानवी ने बताया कि सालावास स्थित एचपी के तेल डिपो में आग की सूचना पर बासनी, शास्त्री नगर, नागौरी गेट व सिविल डिफेंस की गाड़ियों को रवाना किया गया। बासनी से मौके पर दमकलों के पहुंचने तक डिपो के कर्मचारियों ने आग पर काबू पा लिया था। जानकारी के अनुसार दोनों टैंकर में पेट्रोल भरा जा चुका था और इनके वाल्व में लीकेज था। इससे टपकती पेट्रोल की बूंदों में अचानक आग लग गई। यह चिंगारी कहां से और कैसे उठी, इसके कारणों का पता लगाने का प्रयास किया जा रहा है। दूसरी तरफ हादसे के बाद कंपनी के अधिकारियों ने फोन उठाने ही बंद कर दिए।
बाल-बाल बचे भयावह हादसे से
सालावास स्थित हिन्दुस्तान पेट्रोलियम के डिपो में शनिवार शाम चार बजे लगी आग बुझाने में तो ज्यादा समय नहीं लगा, लेकिन इस हादसे ने शहर की नींद उड़ा दी है। यह जानने के बाद भी, कि एक छोटी सी चिनगारी से हजारों लोगों की जान खतरे में पड़ सकती है, पेट्रोलियम कंपनियों के अधिकारियों की नींद उड़ने का नाम नहीं ले रही है। यहां तक कि इस हादसे की जिम्मेदारी से बचने के लिए अधिकारियों ने अपने फोन तक बंद कर दिए।
हादसे की सूचना बासनी अग्निशमन केन्द्र को शाम 4:05 बजे मिली। इसके तत्काल बाद चार दमकलें व लूणी पुलिस मौके पर पहुंची। अपनी नाकामियों को छुपाने में लगे डिपो प्रबंधन ने दमकलों व पुलिस को भी बड़ी मुश्किल से अंदर घुसने दिया और अपने स्तर पर आग बुझाने के लिए जूझते रहे। डिपो में आग की जानकारी मिलने पर लूणी एसडीएम अनवर अली भी वहां पहुंचे और स्थिति का जायजा लिया।
दूसरी ओर, भास्कर टीम ने एचपी के टेरिटरी डिपो मैनेजर बीएल मीणा से कार्यालय के दूरभाष नंबर पर बात करनी चाही तो वे वहां मौजूद नहीं मिले। उन्होंने मोबाइल भी स्विच ऑफ कर रखा था। अन्य अधिकारियों से संपर्क करने का प्रयास किया गया, लेकिन सबके मोबाइल बंद मिले। जिला रसद अधिकारी वीपी सिंह को इस हादसे की जानकारी देकर भास्कर ने वस्तुस्थिति से अवगत करवाया तो उन्होंने एचपीसीएल के अधिकारियों से बात करने की कोशिश की, लेकिन वे भी इसमें नाकाम रहे।
सुरक्षा में सुराख से बेखबर प्रबंधन
जयपुर के सीतापुरा में हुए भीषण अग्निकांड के बाद दैनिक भास्कर ने अपने 5 नवंबर 09 के अंक में सुरक्षा से संबंधित विभिन्न पहलुओं की पड़ताल के बाद शहर के आसपास आबादी क्षेत्र से जुड़े तेल डिपो की वास्तविकता उजागर की थी। इसके अलावा बासनी औद्योगिक क्षेत्र में स्थित गैस प्लांट की सुरक्षा के प्रति भी आगाह किया था। इसके बावजूद स्थानीय प्रशासन व तेल कंपनियों के अधिकारियों की नींद नहीं खुली है।
इसका प्रत्यक्ष उदाहरण शनिवार को देखने को मिला। कंपनी अधिकारियों ने लूणी एसडीएम को बताया कि टैंकर में तेल भरते समय नोजल में लीकेज हो रहा था। इसके लिए लीक हो रहे स्थान के नीचे एक बाल्टी रखी गई थी। यह बाल्टी हटाते समय अज्ञात कारणों से एक चिनगारी उछली और आग भभक उठी। पास में खड़े दूसरे टैंकर में भी आग लग गई। एक साथ दो टैंकरों में आग लगना यहां के सुरक्षा इंतजामों पर सवालिया निशान लगा रहा है।
इग्निशन ऑफ हो
एचडी डिपो में खड़े टैंकर में आग भभकने के बारे में भास्कर टीम ने इस क्षेत्र से जुड़े विशेषज्ञों से बात की तो कई चौंकाने वाली बातें सामने आई। इनका कहना है कि किसी भी ईंधन वाले टैंकर को अर्थिग से जोड़ना आवश्यक है। उस टैंकर के मेन इग्निशन की चाबी भी ऑफ होनी चाहिए। इग्निशन ऑन होने की सूरत में भी बैटरी से चिनगारी या करंट निकल सकता है और उड़ते पेट्रोल की भाप आग लगने का कारण बन सकती है।
हर समय रहता है एक लाख लीटर ईंधन
एचपी डिपो के आसपास आईओसी व बीपीसी के तेल डिपो भी हैं। इन तीनों डिपो में औसतन एक लाख लीटर से अधिक ईंधन हर वक्त स्टॉक में रहता है। इसमें आईओसी डिपो में 40 हजार, बीपीसी व एचपी में 30-30 हजार लीटर ईंधन रहता है।
