सीएजी खंगालेगा लेखा जोखा(CAG Khangalaga account keeping)

जोधपुर। भारत के नियंत्रक एवं महालेखा परीक्षक (सीएजी) ने भारतीय रेलवे में रेलवे बोर्ड से मण्डल स्तर तक संचालित होने वाली महिला कल्याण समितियों की पडताल शुरू कर दी है। सभी 16 क्षेत्रीय रेलों और उनके मण्डलों से इस बारे में जानकारी जुटाई जा रही है। जानकारों का कहना है कि रेल सम्पत्ति और रेल निधि का उपयोग करने वाली इन संस्थाओं के हिसाब-किताब का कहीं पर भी सत्यापन नहीं होता है, इसलिए सीएजी ने अब यह बीडा उठाया है।

लाखों का लेखा-जोखा
रेलवे बोर्ड से मण्डल स्तर पर इन समितियों का गठन हो रखा है। बोर्ड स्तर पर रेलवे बोर्ड अध्यक्ष, जोन स्तर पर महाप्रबंधक व मण्डल स्तर पर मण्डल रेल प्रबंधक की पत्नी इस समिति की अध्यक्ष होती है। समिति क्षेत्र के ही एक वरिष्ठ अधिकारी की पत्नी को सचिव बनाया जाता है। इस समिति को अधिकारियों के वेतन से प्रतिमाह तय राशि मिलती है तो कर्मचारी कल्याण कोष का उपयोग भी होता है। समितियों की ओर से रेलवे की जमीन, भवन व टेलीफोन आदि का उपभोग भी किया जाता है, जिसके पेटे रेलवे को कुछ नहीं मिलता। समितियां मेले, त्योहार व सांस्कृतिक कार्यक्रम आयोजित करती हैं और स्मारिका आदि प्रकाशित कर विज्ञापन भी जुटाती हैं। कई जगह इन समितियों को कैंटीन व दुकानें भी सौंपी हुई हैं, जिन्हें ये आगे आवंटित कर राशि हासिल करती हैं।

चार सवालों से होगी पडताल
सीएजी ने सभी क्षेत्रीय रेलों और मण्डल स्तर पर अपने अधिकारियों को पत्र भेजकर जानकारी मांगी है। इस पत्र में चार बिन्दु तय किए गए हैं। इनके जवाब के आधार पर सीएजी इन समितियों को खंगालेगा। पहले सवाल में पूछा गया है कि क्या महिला कल्याण समिति नामक संस्था कार्यरत है, यदि हां तो क्या उसमें कोई रेलकर्मी भी जुडा है जिसका वेतन व अन्य खर्च रेलवे वहन करती है। दूसरा सवाल है कि क्या समिति का कार्यालय रेलवे की जमीन या भवन में है। यदि हां तो उसका पानी, बिजली, किराया, टेलीफोन आदि का खर्च कौन वहन करता है। तीसरा सवाल है कि समिति की व्यवस्थाओं पर होने वाले खर्च की वसूली कौन व किस तरह करता है। चौथा सवाल महाप्रबंधक स्तर पर पूछा गया है। इसमें जानकारी मांगी गई है कि क्या महाप्रबंधक स्तर पर भी ऎसी कोई संस्था है, यदि हां तो उसके भवन व जगह आवंटित करने का पूरा ब्योरा दिया जाए।
